Engineer Report - EFPD Fire Protection & Emergency Response Services Assessment ER.pdfProperty owners in the Esparto Fire Protection District will once again have the opportunity to decide to continue and improve our local fire protection and emergency response services. Ballots will be mailed to property owners on May 21, 2025 and must be received by the July 10, 2025 deadline.
How is this proposed assessment different than the 2023 proposed assessment?
- Reduced rates by focusing primarily on hiring additional firefighters.
- Guaranteeing no annual increase for the first 3 years from adoption.
- If necessary, during the 4th – 10th years, the District Board of Commissioners may adjust the rate for inflation, but no more than 3%, based on the Northern California (San Francisco-Oakland-Hayward) Consumer Price Index.
- After the 10th year, the rate will be frozen and can only be increased by another ballot measure.
What will this proposed assessment provide?
- Ensures two paid firefighters are on duty 24/7
- Ensures rapid response to all 911 emergencies
- Increases fire prevention and community risk reductions
- Assists with volunteer recruitment and training
- Passage of this assessment will secure matching funds from Yolo County of approximately $205,000 per year.
Why is additional paid staff needed?
While volunteers will always remain the heart and soul of the Esparto Fire Protection District, we are facing a steep decline in volunteerism and their availability. Without the ability to hire additional paid staff, we will not be able to ensure an adequate emergency response for every call for service. This poses a serious challenge to our ability to provide the level of protection and service our community deserves.
What could happen if the proposed assessment does not pass?
- Emergency services will be reduced to below adequate levels
- We will not secure matching funds from Yolo County
- Increased emergency response times
- Decrease in ISO Rating resulting in higher insurance costs
- Less revenue to maintain equipment, vehicle and facilities
How much is the proposed assessment?
The annual rate is based on the property type, the property’s fire risk zone and travel time from the fire station.
The typical rates will be:
All revenue generated by this local assessment is legally dedicated for use solely by the Esparto Fire Protection District. These funds cannot be taken or redirected by the County or State.
